Paid medical services are provided in excess of the established minimum state social standards in the field of health care in accordance with the Republic Belarus Law in 1993 June 18 “About healthcare”, in accordance with the procedure established by a resolution of Republic Belarus Ministers Council in 2009 February 10 № 182 "About rendering paid medical services by State Healthcare Institutions"
Paid medical services are additional to the guaranteed volume of free medical care and are provided to individuals and legal entities on the basis of written contracts of compensated services.
Paid medical services are provided by full-time employees of healthcare institution “City station of an emergency medical service” for a set working time using equipment and inventory, as well as other material assets acquired at the expense of budget funds, in premises maintained at the expense of budget funds.
Paid medical services provided in the healthcare institution “City station of an emergency medical service”:
- To individuals – citizens of the Republic of Belarus:
- Transportation of a citizen under medical worker’s escort at citizen’s will without medical indications (within the Minsk, within the Republic Belarus, outside the Republic Belarus to the visa-free countries).
- Foreign citizens and stateless persons:
- Transportation of a citizen accompanied by a medical worker at the request of a citizen in the absence of medical indications (within the Minsk, within the Republic Belarus, outside the Republic Belarus to the visa-free countries).
- Visit of the ambulance brigade (by specialized medical and feldsher team).
- To legal entities:
- Transportation of a citizen accompanied by a medical worker at the request of a citizen in the absence of medical indications (within the Minsk, within the Republic Belarus, outside the Republic Belarus to the visa-free countries).
- Medical support of mass and other events by the ambulance medical team (specialized medical and feldsher).
- Survey on the admission to work.
The healthcare institution “City station of an emergency medical service”provides emergency medical care to foreign citizens under contracts with insurance companies.
In accordance with clause 236 of the «Regulations on Insurance Activities in the Republic Belarus», approved by Decree of the President of the Republic Belarus in 2006, August 25, № 530 «About Insurance Activities», foreign citizens temporarily staying or temporarily residing in the Republic Belarus are obliged to have a compulsory health insurance agreement concluded with the Belarusian insurance company in case of emergency medical care provided to them by medical institutions. In the absence of a compulsory medical insurance contract with a foreign citizen, the payment of this assistance is made by a foreign citizen at his own expense.
A foreign citizen pays for emergency ambulance services at his own expense if:
- the policyholder, beneficiary or insured person has committed intentional actions that resulted in the occurrence of the insured event;
- the disease (condition) is associated with finding the insured person intoxicated or in a state caused by the use of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances;
- Emergency medical care is rendered in connection with a disease (or) condition occurring after the expiration of the validity period of the compulsory health insurance contract.
Payment for the services provided is made:
- According to the cost of paid medical services in healthcare institution “City station of an emergency medical service”
- for a one-time costing based on the planned cost, the service “Transportation of a citizen accompanied by a medical worker at the request of a citizen in the absence of medical indications (within the Republic of Belarus, outside the Republic of Belarus to the visa-free countries) is paid for.
